I am an economist and public policy researcher with over 20 years of experience in Brazil’s public sector, spanning applied data analysis, strategic management, and integrity-focused governance. My career includes roles at Anatel, the Presidency of the Republic, the Office of the Comptroller General (CGU), Inep, and the Ministry of Infrastructure.
My research focuses on how to make integrity and performance measurable: detecting procurement fraud risk patterns, evaluating governance reforms with causal inference, and using text-as-data to study oversight and institutional responsiveness.
What I do
Integrity & procurement analytics: risk indicators and triage for audits and oversight.
Impact evaluation: counterfactual designs for reforms and programs (including Synthetic Control applications).
Governance systems: strategic objectives → indicators → routines (monitoring cadence and accountability).
